Work and Development Permit
Dune Health and Wellbeing provides psychological treatment to clients seeking a Work and Development Permit (WDP).
The Work and Development Permit (WDP) Scheme is a Victoria State Government program designed to help vulnerable individuals resolve unpaid fines (both penalty notices and court fines) through participation in activities or treatment instead of making monetary payments.
WDPs are overseen by organisations or health practitioners known as WDP sponsors, who have received special approval from the Victorian government to manage these orders.
As a sponsor, our primary objective is to support the client’s recovery and alleviate financial burdens, providing a sense of relief in challenging times. This is generally achieved through counselling and mental health or drug and alcohol treatment.
We can provide:
Mental health treatment under a health practitioner’s treatment plan through Videoconferencing (Telehealth) sessions with a psychologist or counsellor.

At the end of each month we advise Fines Victoria that you attended their therapy appointments and a sum of money is immediately removed from your fines, offering immediate relief and a sense of hope.

How does a WDP help with Fines Debt?
The WDO Scheme allows eligible individuals to reduce their fines by up to $1000 per month through participation in medical, mental health, drug and alcohol treatment, counselling (including case management), financial counselling, vocational, educational, or life skills courses, or voluntary work.
Who is eligible?
People can participate in the scheme if they meet at least one of the following points. A mental or intellectual disability, disorder or illness, an addiction to drugs, alcohol or a volatile substance, homelessness, acute financial hardship, or family violence.
Why should I see a Psychologist or Counsellor for a WDP?
Paying off a fine with money or through a WDO provides significant relief once completed. Overdue fees can accumulate rapidly, and a small fine can grow substantially if unpaid. Seeing a Psychologist or counsellor can help alleviate stress and financial burdens during this process.
Why Fines are not eligible for a WDP?
Various Fines are ineligible for applications for a WDP. These fines are:
Fines issued to a company
Fine already paid in full
Court fine
You have been served a 7 Day Notice concerning the fine, and the seven-day notice period has expired
A sheriff’s officer has arrested you concerning the fine
A vehicle seizure and sale notice has been issued after a sheriff’s officer has wheel clamped and detained your vehicle
An attachment of earnings direction or an attachment of debts direction has been made concerning the fine
A land charge has been recorded concerning the fine or
The fine has been registered with the Children’s Court for enforcement.
